Using the time honoured method of holding a hand up to the height of the door, and then carefully crossing the street, all the while keeping the hand at exactly the same height, I was able to determine that yes in fact a normal car could fit into this garage - with about 2 cm to spare - if it kept very close to the left side of the door ...
The sign above the door says "Parking garage in front of" according to my electronic dictionary. I suspect this actually means, "No parking in front of the garage."
